Council Regulation (EC) No 199/2008 of 25 February 2008 establishes a Community framework for the collection, management and use of data in the fisheries sector and support for scientific advice regarding the Common Fisheries Policy.

 

The Ministry of Agriculture and Forestry Policies – General Directorate of Fisheries and Aquaculture – draws the Italian National Program. The most recent concern years 2009-2010. This program has been sent to the European Commission at the end of October 2008.

 

According to article 9 of the Commission Regulation 1078/2008 , laying down detailed rules for the implementation of Council Regulation (EC) No 861/2006, the Italian administration is assisted by partners for the implementation of the national programme. A call for tender has been lunched in 2008 to select institutes with the necessary experience to act as partners of the Ministry. After the evaluation of the received candidatures, the selected partner is the consortium constituted by 10 institutes, leaders in the scientific research on marine resources in Italy. IREPA has been appointed has leader group of this consortium.

 

The National program is composed by several modules covering the fishing sector, the aquaculture sector, the processing industry and the impact of the fishing sector on the marine ecosystem. IREPA is responsible for the collection of fishery statistics concerning economic variables, transversal variables and processing industry.

 

An important aspect of the present National Program is given by the introduction of a module for the management and use of data. The national program defines the procedures for the storage and the access to the collected data. It also defines the procedures for the use of data in bio-economic models and the procedures for the calculation of biological and socio-economic indicators.

 

The Italian National Program for the collection of fishery data represents an important tool for an efficient management of the fishery sector, as it provides all the scientific information necessary for the development of management plans and for the control of an efficient implementation of community and national politics aimed at the protection of marine resources and at the socio-economic sustainability of the sector.
